No Fill Option for Pen

I'm new to AE and I'm learning how to make a bar graph graphic.  I'm following a long with a step by step video.  However, I don't have a "Fill" option when I select my pen.  Any pointers?  I attached pictures to show what I'm talking about.

You are not creating a shape layer path, but have applied a mask to an existing layer. The "RotoBezier" option even showing up is a dead giveaway. I would strongly suggest you actually read the online help first before delving into tutorials that may omit a lot of basics on teh assumption you know them.
