Da la impresión de que se trata de un problema con la GPU. Intenta actualizar drivers de la GPU o intenta también yendo a Project Settings y cámbiala desde la pestaña Video Rendering and Effects, intenta no ajustar Software Only.

I never apply Twixtor to a video. I add the effect to a solid and then point the effect to the layer I want to modify. That's the recommended workflow. Give that a try.

 

If that does not solve the problem, then check your GPU acceleration.
