I'm trying to zoom out with the character staying in place, but as you can see in the video, the character follows the camera. How can I lock it in place?

I think you are leaving the lock to zoom option checked in camera settings at the bottom in camera settings menu. just uncheck that option your problem will be fixed.

The correct description of the issue is - "the character is unaffected by the camera move(s)".

Only 3D layers are affected by a camera. It looks like your character is a nested comp with Collapsed Transformations enabled - so ... you will have to go into the nested comp, select layers that you want to be affected by the camera (in the 'final' comp) and enable their 3D options, in the Timeline. Then jump back into the 'final' comp with the camera to ensure you are getting expected results.
