On Effects and presets are not showing and it’s highlighted the “libraries”
This is what my current screen looks like now I reset it and it went away but it came back again I need some help with this. Thank you!!

It's all about the layout you choose. If you go to Window... Workspace, you might find a better option. And you can also click on the three-lines ("burger") menu and choose to unpack or close particular panels.
