On render and ram-preview my CPU and Gpu not utilize properly.

My PC configaration

CPU: Ryzen 3900x 12core

Motherboard: MAG X570 TOMAHAWK

Ram: 32GB (3200 bus)

SSD: 512 (evo 970)

GPU: Gigabyte extrim 1060 (6GB)

PSU: 650W

When I render my project it seems slow. On ram preview its horroble. My CPU and GPU working under 50%.

Can anyone give me any solution.
