One layer is a single frame offset from the other layers after exporting in After Effects

One layer within my project becomes offset one frame in time from the rest of the project after exportin.

I know it doesn't really matter, but the video I am making is a lightsaber video. The preview within after effects shows that the lightsaber layers are lined up exactly on top of the real plastic blade of the original video. When I export the video, (as .mov or .mp4, I've tried both) the lightsaber layers suddenly become one frame ahead of where they should be. I even tried intentionally misaligning the lightsaber to be one frame slow, and the resulting video exported lined up the layers, but at the same settings as before, it now skips or has a slightly lower frame rate.
