One Object, Two Strokes, add effect to only one stroke.

Wondering if this is possible. Specifically, I want to add the roughen effect to a thin stroke in front of a wider stroke. Ultimately I could apply this strategy to the fill and stroke separately.

My workaround if I wanted to change the shape of path would be to delete the top layer, modify the lower layer, duplicate, and apply a saved preset to the new layer.
