Is it possible to distribute videos created with the personal version of After Effects as paid content?

Yes.

Though the licensing for any assets you do not youself create would be based on their own licensing agreement.

Both the standard license and academic license (at least in the US) allow users to create for profit content.

One of these two licenses is what every freelance AE user on the planet uses everyday.
