What is the reason calling it Pan Behind Tool?

When it was first invented it was so you could reposition the contents of a masked layer without moving the perceived position of the mask (so, “pan” the contents “behind” the mask). Over time it evolved to be an Anchor Point tool, a Slip & Slide editing tool, etc, so the legacy name makes a lot less sense.
