Pan Behind Tool slow to move

I have the same problem, and have had it for some time now. Similar spec to above machine, latest Windows 10 version, RTX 2080Ti, 64GB RAM, latest AE version, latest NVidia drivers. 

Even if I have a single shape layer soloed and go to move the anchor point with the pan behind tool, it's super laggy to update the movement, which and often glitches out, causing the anchor point to glitch somewhere else when releasing the mouse button. Makes for a frustrating time...
