Parent & Link not visible when Toggle Switches is clicked

Hi there

(AE 17.5.1) when I set up a new comp and I need to parent 2 layers, the Parent & Link option is not visible when I toggle between modes, the Modes where P&L would normally be end at the 3d layer button. If I go into an old project where I know I've used parenting, its there, but on a fresh project it's not. Am I missing something blindingly obivious?
