Pinning a static object to moving background

Hello! AE newb. I'm trying to figure out how to make a simple graphic appear on the left foreground and then vanish into the background toward the rear as the car continues driving forward... Basically, I want to make it look like she's driving by the object. Also hoping to apply some sort of motion blur the reduces crispness as it moves further away... Bouns points if I can somehow get her extended having hand to float "in front" of the object. I know.. wishful thinking.

 

I've recently played with things like object tracking and the perspective corner pin in order to add a graphic to a blank computer screen... I'm assuming this is similar but "advanced?" Just don't know the right terms, so I can't figure out where to look this info up...

All of this is possible. Tracking likely won't work because there is not enough detail in the field, so you'd simply keyframe a layer's position and scale. This can then be pre-composed and masked out in the parent comp to give the illusion of the hand passing in front.
