Please Help me remove these marching ants outline that are over top my animation in after effects?

From your video, it looks like there is a layer above the machine which is not animated.  As Rick says, if you can post your entire screen, we will probably be able to spot the layer that's not in use.  I think all you need to do is identify the layer and turn it off/delete it.

If nothing else, scrub your timeline to a point where you can see the white lines, then use the solo layers tool to expose each layer in turn, until the problematic lines reappear.  Then you have your culprit.

Unless you are using shape layer animators or animating the vector path, there is no reason to convert Vector Layers (AI files) to shape layers. It is a waste of time, slows down the workflow, uses more system resources, and limits the kind of artwork that can be used. 

Cropped screenshots are also almost completely useless for diagnosing problems. We need the entire UI with the modified properties of the problem layers showing. Select the problem layer, solo it if possible, then press the 'u' key twice and show us what you have done to the layer. A detailed workflow description and your design goals would also help.

Unless you actualyl want to edit the shapes, there is no reason the files need to be converted to shape layers. That's optional, not required. And therein most likely also is your answer: These artifacts are gabs created by the stacking in your AI files and how e.g. blends or gradients are converted, in this case pretty clearly for your glass/ window effect. Again, the quick fix would simply be not to convert the artwork. Otherwise more info would be required liek actual screenshots of the AI layers palette and explanations on how you created the elements.
