is it possible that he doesnt float, instead stays in a fixed postion even if the camera moves, notice how he stays in the frame even though the camera angle changed, this is the thing i waana avoid...

Hello.

I guess you are new to After Effects.

This is actually the normal behaviour.

To make Mr Andrew Tate moves like he is in the video.

We need to do something called "Tracking".

We use tracking to track a certain area that its position is changing in a scene, after tracking you will have a null that moves in the same way the tracked object moves, after that, we can parent any layer (in your situation it is andrew tate clip) to this null layer.

No, tracking can work for a duration of frames.
Any video on youtube will tell you how to use tracking!
