Position of new layer after using 'Crop comp to region of interest'

When I make new composition and do the 'Crop Comp to Region of Interest', the edited layer(new composition) moves to the center of original composition.

Do you guys know why it happens?

If the comp is a nested comp (a pre-comp that was resized), then the relationship between the Anchor Point and the position changes. That is what moves the layer.

As Rick already explained, you change the origin of the coordinate system when cropping/ resizing a comp. Any placement relative to this will be affected by it, in oarticular scaled layers, parented stuff, nested compositions. AE will only adjust positions and anchor points of the top level layers in the comp actually being cropped.
