Preview still choppy and slow

2019 Mac Pro, 10.15.7

3.3GHz 12-Core Intel Xeon W

AMD Radeon Pro W5700X 16GB

Just trying to play back 59.94fps footage with NO effects, single layer in comp. And it plays slow, choppy, pauses etc.

Preview settings:

Cache before playback (which never seems to do anything anyway)

Frame rate: 59.94fps, skip 0, resolution Quarter

There's no reason this should not play smoothly. it's just straight footage! What's going on?
