Without a full screen screenshot and system info we can't realyl tell you much. You made your image useless by cropping it. The only pertinent assumption we can offer is that your system does not meet the system requirments and AE has trouble drawing stuff correctly becasue the screen is too small. Anything more will require proper details.

What kind of monitor are you using? Is it 4K? Have you changed the resolution? Are you on a dual monitor setup?
