Problem with ruler in After Effect

In the middle of intense editing in After Effects, I cannot re-adjust my ruler after dragging each blue line from the ruler bar. I tried to click it multiple times, but it would not move.

Please let me know how to fix this error/bug?

 

I have attached a short video below, if you want to see what problem I am dealing with.

 

p.s - I am using the latest version of After Effect. Before the update, I don't have this problem.

Try looking at the View menu. There is an opeion to Lock guides. Turn it off.
