Program files still there when I reinstall windows?

Are the Program Files and support files and everything (plugins etc.) still there when I reinstall my windows with "keep my files" checked? And I also have another hard drive is this going to be resetted? Because I just want to reset my windows to default and reinstall etc. but I want to keep everything else the same.

Unfortunately Adobe apps have complex interactions, so you can't really avoid a reinstall. You only should back up preferences and other configuration files. Even most third-party plug-ins and scripts will require to be properly installed these days instead of just copying them over from a backup.

So when I reinstall the programs then I would like to have all the settings still there (for example in after effects) Or can I just copy the program files to a usb stick, reset my pc and then copy it in there again?
