Remove flicker from neon lights without plug in

Hi,

I have some footage with neon lights flickering in the background. I do not have the budget to buy a plug in and the duplicate, shift one frame solution you see a lot online does not work.

Is there anything else I can try?

Hmm, could you take a still of the lights, and apply them over the top. You'd need to roto any figures that appear in front of them, but it would take care of hiding the flickering.
