Removing rain with moving camera

I was wondering if any pros know of the best methods for removing rain from a scene when the camera is moving.
I found a video of this exact effect being achieved, but it is by some computer science researcher in Singapore who created an algorithm to do it specifically for security cameras:
“The proposed algorithm is based on motion segmentation of dynamic scene. After applying photometric and chromatic constraints for rain detection, rain removal filters are applied on pixels such that their dynamic property as well as motion occlusion clue is considered; both spatial and temporal information are then adaptively exploited during rain pixel recovery."

I'd love to figure out how to do this using Adobe software..I figure if this guy can program an algorithm to do it then it must be possible manually..question is how.
I tried contacting him but I doubt he'll be interested in providing a bunch of instructions to some random person on the internet so..here I am.
I would ideally like to achieve this effect with much higher resolution video such as 4k
Any thoughts?
