Render Setting Questions (very slow render - with solid computer parts)

Hey, so i've watched and done research on best render settings and from what ive found my settings should be doing a good job as they were recommended. My CPU is a Ryzen 7 5700x 8c16t 4.6mhz and a RTX 3070. So one thing i have noticed is my cpu usage is only like 20-30% sitting at 60-70degrees TDIE, my theory is i havnt managed to utilize my CPU to its fullest. Also i have CUDA on as ive researched it should be quicker, but my GPU usage stays at like 3-7% so im not sure if its even using CUDA either. Any help is apreciated, my settings are in the screenshot below as long as the video is 1080p 60fps 4mins long. Thanks

Well if any1 has the same type of problem this might've been a fluke but : i cleared my disk cache and my render speed sped up a ton
