rendering composition changes the timings of everything

Question

When i render my composition it drasticaly changes the timings of my composition, even after i go back and move assets to match the times it will only work for a little while. as soon as i change any other part of the comp it moves everything way out of place when i render it next, even the stuff i had previously moved back into position and not touched since. not sure if this is a bug or something up with my render settings. any help would be greatly appreciated. The setting I am using currently are attached below.

Could you help us understand the issue better? Is it the duration of the output that changes or the audio doesn't align with the animation/footage? Feel free to share screen recording if that helps.
