Repetile/Motion tile but with random/separate animation?

I am trying to make an element repeat over a huge artboard. More than 200 repetitions easily. But I want slight but random rotation on all of those elements, in a way that while one of them rotates x degrees and rotates back, others stay still. And over a period of time (say 2 min), all of the elements should end up rotating at least once if not more.
I tried adding wiggle expressions with sliders, but it is again a huge task to work with expressions and sliders on all of the elements and go back and change them separately.
Indulge me here: Is there any way that you can make an animated comp of the element doing rotations and then repeat the comp, but keep the timeline of the comp independent (so that some of the elements will animate before the others)?  
Any suggestions are welcome.

As Rick already said, using Card Dance might be the simplest method. You just need to align the repetitions with teh correct tile sizes and of course tweak the underlying input maps to produce the desired result. Of course your expressions could also easily be used. There is no reason to have sliders on every layer. You can easily just randomize the values per layer with random functions and ensure repetition by looping soem values.

I would use an animated fractal noise gradient and Card Dance. This tutorial shows movement in Z and throws in a few things you probably don't need. Concentrate on how Card Dance is used.
