Rotation/Position presets only affects Z rotation and does not affect position when supposed to

All shake presets would only affect the Z rotation and go to 2 and back to 0. The preset is supposed to affect the position and XYZ rotations but it doesn't. (I tried this with other presets to see if it was just that one.) Does anyone have a fix? I've been looking around for hours now. It will tilt side to side for a certain period of time.
