Yes, this should be capable of running the majority of After Effects components without too much problem.  Avoid 4K video and higher if you can, as these will chew through your RAM pretty quickly, especially depending on how complex your projects are.

It looks no problem. If you expect to use a GPU acceleration, Nvidia is preferable.
