Screen twisting bug on a 4k monitor

After the last 2 updates, Premiere pro and After effects just started doing this random thing at random and it can last 3-5 seconds and then everything goes back (very rare but it can just freeze). What's weird is that my friend doesn't have this problem, so I suspect it's something to do with compatibility with a 4k monitor or my computer, but I haven't done anything recently.

Have you experienced something similar?
