scrolling is not working

Ok well it won't let me select "Bug" in the conversation type so that seems like an issue. I'm trying to work and all of a sudden I can't scroll, like using the trakpad can't scroll up/down in my project panel or timeline which is really messing with my efficiency in navigating my scenes and content. Is there a setting I've unintentionally hit or is this a bug?
