shared memory between premiere and AE

Hello everyone, since a year or more i deal with latency when running both AE and Premiere Pro at the same time as if Adobe was not allowing the RAM selected for adobe suite to apply to both program. I just realised i was right as i was displaying the detail of the memory use in AE. Basicly when only AE is oppened, the max autorized memory for AE is 27Go wich is right (in the 5th colomn of the picture down here), but when i open Premiere Pro it split this amount in 2, so both adobe program have a max memory of 13Go.. 

Any idea why there is this max split in 2 ? Max should stay 27Go as i could need like 20Go in AE and only 7 in Premiere... in the 6th colomn you can see AE is using 14Go so already blocked and lagging when Premiere is only using 5Go)

Before a year ago i could run both program without lag

If i am wrong what solution do i have to work with Premiere and AE at the same time ? I really need this back and forth between both as i work on editing and FX at the same time
