Skew Stroke

Hello!
I wonder if it is possible to skew a trimed stroke ?

    Skew what? All I see is some basic clipped caps which can be achieved using basic techniques like wipes or track mattes, not animating a stroke or whatever you think is going on here.

    This is part of a logo. I would like to make a ribbon type animation that ends with it. My problem is with the edges. And I was wondering if there is any other way to make it (besides using track mattes)
