Slow when Risizing Panels

Hi everybody,

I just moved from Mac to Pc.

Now when I resize the timeline panel or any other panel (but especially the timeline one), the interface is laggy. It proceds by steps. It's not fluid. It's struggling.

I can work fine with that but I didn't expect such a poor experience.

Why is that? Is it the graphic card (Gigabyte GTX1060 6GB)? Or is this cheap 4k monitor (Philips UHD UltraClear 4k)? Is it a driver missing or what?

I didn't have such experience on Mac. Any idea?

This also happen in Premiere.
