Solid with Fractal Noise not working as a Luma Matte in CC

I'm wondering if I'm missing something, if this is a bug anyone else is experiencing, or if there are settings I'm unaware of that are needed to make this work.

 

I'm trying to create a quick dissolve effect I can use as a MOGRT. I have two pieces of footage (we'll call them top and bottom to describe which layer order they are). I created a solid and applied fractal noise to it. I set it to Basic/Soft Linear and only adjusted the contrast. I set Brightness to make it solid black starting at 4 seconds and transition to solid white at 6 seconds. I also adjusted the evolution from 0x to 4x over that time period.

Next I set my top footage's Track Matte to the solid layer containing the Fractcal Noise and clicked the boxes for it to be a Luma Matte.

The preview only shows my bottom footage as I scrub through the 4 to 6 second mark where it should  show the transition to my top footage.

I looked up tutorials on this effect, and every one of them does the exact steps I did. I've even rebuilt it from scratch. So I'm confused as to why this is not working.

I have gone into project settings and adjusted my Video Rendering and Effects drop down to Software Only, and I even tried the other options, bt nothing seems to fix this.

Is this a bug or am I missing an obvious step?

Sorry to waste everyones time. I spent a lot of time trying to figure this out and what it ended up being was that when I set my top footage to parent the shape layer, it caused the footage to reposition off screen. I didn't notice that. I repositioned it back where it should be and everything is working.

 

I feel like a dope. hah.

Sounds like a user error. We need a screenshot. Select all three layers, press the 'u' key twice, take the screenshot, then use the Toolbar or just drag or copy the screenshot to the reply field, not the Drag and Drop here button, so we can see what is going on. I suspect that you are setting the Track Matte as an Alpha Matte instead of a Luma Matte.

Pay close attention to the icons.
