I agree with the expert. In what format are you exporting? Have you tried any other format? 

You might be hitting some built in limits with video formats.  But on the bottom screenshot, if you uncheck the checkbox, the width and height will not be linked together.

If that does not work, you could try rendering out as a Bodymovin / Lottie file.  They are built primarily for vector animation, so you could render out smaller if needed and increase afterwards.
