Hello,
How would I do this text animation? Whats it called as well?  Easier in AE or Premiere? 
I've searched and can't even know the correct term to search for, I'm new sorry!

Mylenium's suggestion to use Fractal Noise to create a grayscale image for use as a Track Matte (Luminance Matte) is good but even better is to use the the Gradient Wipe effect which will also use the Fractal Noise output's luminace values to create a wipe but add edge softening features which is evident in the provided sample.

That's a simple fade-in with the only real trick being that it's randomized by using a Fractal Noise as a track matte on the text. There's your fancy words you need to look for - track mattes and fractal noise.

and even more thanks for the search terms. How much time would yous ay this takes for a newbie still following tutorials? 
also and (im assuming) ill be able to use this for more than once and just change the text ?
