I am fairly new to AE and I want to use a track matte for an already 'track matted' layer, but it doesn't appear to be working. Is there any way to make this possible?

Pre-compose your track matte A, then use the resulting layer with yet another track matte. You should brush up on that pre-composing stuff. It's very essential to many things in AE in terms of structuring the rendering pipeline and achieving spoecific effects.
