Track Matte not working

Track matte doesn't seem to be an option for one layer. Deleted it and recreated it just in case but it's still not working

Do you mean that the C_04 layer does not have the track matte option> if yes then it is because it is the top most layer in the timeline and track matte option needs a layer above that layer to do the track matte.

Create a new layer above the C_04 and you would see the track matte option in the C_04 layer.
