Trying to achieve a certain effect

I originally seen this effect on Red Giant's Universe 2 Effects product in a preview for a particular effect.

What I'd like to achieve is a blurred background, with transparent text punching a hole through the blur so that anything from the background showing through the text would be sharp/not blurred. Not sure how to create this using the stock AE tools and effects but I'm sure it can be done. Anybody got any ideas of how to create this effect?

this can be achieved in many ways. one way is making an adjustment layer with the effect and use the text as invert alpha. like this:
