Trying to create a "flicker" effect on a path/shape

I have a video of earth turning slowly in space. I would like to create a circle that appears around Earth, and a line that animates off of that and I'm going to add some basic text like "Earth, Population x" 

Super simple premise. I've got the shapes down and animated with a trim path. The ellipse and the line are two separate shapes and the video of earth turning is it's own layer as well. 

Now the question is, how do I add a "flicker" effect to the circle and line. I want them to glitch as they animate. I can do it simply with messing with the opacity but I'd like there to be some displacement along the path too. I can probably do this with an overlay but I'm not used to AE and I'm not sure if that's possible or not?

Any help would be hugely appreciated!
