Trying to reproduce sine wave text in After Effect

The old Web Easy 8 website package had a dynamic html effect called Sine Waves which would make text gradually expand horizontally into a blur, then gradually retract to the original text. Apparently this effect has been negated by browser updates. I'm new with After Effects. Is there a way to recreate this text effect in AE? Thx in advance.

Sure. A simple directional blur with some animated parameters as well as animating layer scale.

There are also several distortion options in Effects>Disgort>Warp that cain be animated and combined with blur and opacity to achieve the desired effect:
