Two layers appear on top of each other in my render

Two layers appear on top of each other in my render. Also on the display while scrolling, I need to fix and move manually each layer to be sure they do not overlap, but when I zoom out the display sometimes athe error appears again, the weird thing is that the render does it too.

any idea on how can I solve it?
