UI panels automatically resize

Every time I open up a new window or move a UI panel it screws up my entire layout everything resizes into some weird size. it's annoying as hell and I have to go in and resize UI panels. Is this a setting I accidentally turned on? I don't remember AE doing this 3 or 4 years ago, I thought it might be a bug and I've just been dealing with it.
