Unable to change layer order by clicking and dragging

I am unable to change layer order.
The keyboard shortcuts work; clicking and dragging does not.

Thanks for creating the thread and sorry to hear about the issue.

Try running After Effects in Safe Mode. If it works in Safe Mode, it must be the corrupted preferences and resetting them should help.
