Unable to create shape with pen tool

I am trying to create a shape with the pen tool. After Effects is not allowing me to select "Tool Creates Shape" and it is stuck in "Tool Creates Mask." Anyone know a solution or what I may be doing wrong?

Please make sure that there is no Layer selected/Highlighted and try to create the shape.
