Does anyone know why some properties and functions are not showing in my After Effects? Is there any solution?

Thanks for sharing the screenshots. Looks like you're creating shapes with the Bezier Path enabled. Go to the panel and select the Shape tool, then uncheck the Bezier Path checkbox on the right.

The image isn't loading for me, but a lot of menu items are context dependent.  If you don't have a comp selected, then the effects will be greyed out as effects require at least a comp to apply effects too.  The transform menu requires a layer to be selected.   
Can you try again with your screenshot?
