Unable to update/ install/ uninstall CC App and all Adobe App | After Effect Exporting issue

Hi, community!

Currently, I am facing a problem with the Adobe app which I am not able to update, install or uninstall. I am using HP Laptop 14s-cf2xxx now. I tried to relaunch the CC app by using CTRL+ALT+ R and it is not working from my side. May I know how can I fix that?

 

Besides that, I am facing another problem in After Effects which I can't export the file to the media encoder and render it. When I tried to do so, a window pops up and said the Media Encoder is not installed although I did install it months ago. May I know what can I do?
