Hi, I wanted some help in understanding how this type of effect was created, as I wanted to use it for one of my projects. Please if anyone knows help me. Thank you

It's a simple "effector" expression with linear() that measures the distance to the red dot and drives the scale plus there's some wiggle() on the positions. Simple expressions stuff. Here's something you can start from:
