Updated to After Effects 2021 now all video is glitchy in random parts of my footage

Please watch the clip as I recorded what was happening to show you. 

This NEVER used to happen in Adobe After Effects 2018. 

Before anyone asks:

my comp settings were MATCHING with that clip settings. The FPS were identitcal. It happens to all my footage. It's like blending some frames randomly throughout the footage.

Try to deactivate hardware decodinng acceleration for your video clips. Go to Edit > Preferences > Import. You will find an option to deactivate hardware acceleration. Then go to Edit > Purge > All Memory and Disk Cache. Restart After Effects and try again.
