Using After Effects Library to store common elements like animations etc

I have been using Adobe Kuler swatches imported as Library items into After Effects in order to share across our design department.
I assumed it was possible to share common elements like mov files, animations and design layouts in a similar fashion.
I can't find any way of dragging items into the Library. The + add content button doesn't appear to do anything either.
I can add items in Photoshop, but not in After Effects. Am I missing something?
I'm using AE CC 2017.

The ability to add elements from AE to the Library are not yet fully implemented.
