Using multiple SSDs for media cache directories in AE and PP bug or design?

Question,

Im using the latest version of AE and PP.

I noticed i cannot create different media cache directories on my windows pc. 

I tried to setup one SSD 1 with a folder named  AE_Cache  and SSD 2 with folder named Prem Pro_Cache.

Once i close the programs after effects seems to change the database back to my SSD 2 drive and vice versa when i open prem pro.

My only solution was to point both AE and PP to the same SSD 1 drive with a folder called AE&PP_Cache one folder for both programs.

Is this normal behaviour?
