Vertical melt effect?

It's called "pixel sorter" effect.
You can buy plugin for this(e.g. AE Pixel Sorter 2) or just use the term to find right tutorials easier.

This is pretty much just a "wind blowing sand" like effect on which you can find enough tutorials. You treat the image with various effects to posterize it and create harsh edges, then apply e.g. a directional blkur effect to it. Somewhere inbetween all you need is some threshold matte or gradient wipe to control the spread of the effect plus possibly soem additional masking. anyway, look up those tutorials to gain a better understanding of the process.
